What do you know about the export standards for electric vehicles?

(1) U.S. DOT Certification and EPA Certification

You must pass the U.S. Department of Transportation DOT safety certification to enter the U.S. market. Government departments do not lead this certification, but by the manufacturer's own testing, and then by the manufacturer to determine whether the production standards, the U.S. Department of Transportation, such as the windshield and tire certification; for the remaining part, the U.S. Department of Transportation will regularly spot-check inspection, for fraudulent behavior will be severely punished. EPA environmental certification is similar to DOT safety certification, is also self-declaration plus departmental inspection, the competent department for the U.S. Environmental Protection Agency.  

(2) E.U. e-mark Certification 

Export to the E.U. vehicles to obtain market access certification needs to obtain e-mark certification, based on the E.U. Directive, around the approval of parts and vehicle systems introduced EEC/EC Directive (E.U. Directive) for inspection, qualification, after passing the inspection can use e-mark certificate, and then enter the E.U. domestic market. 

(3) Nigeria SONCAP Certification

The SONCAP certificate is a legal instrument necessary for customs clearance of controlled products in Nigeria (spare parts for motor vehicles belonging to the scope of SONCAP mandatory certification products); the lack of a SONCAP certificate will cause the controlled products to refuse to enter the Nigerian market. 

(4) Tanzania PVOC Certification 

Tanzania National Bureau of Standards, all in the PVOC (Pre-Export Verification of Conformity to Standards, pre-shipment conformity assessment procedures) procedures covered by the controlled products (automotive and product range) must be inspected, the product must comply with the Tanzanian national standards or its recognized standards, based on which the issuance of Product conformity certificate (Certificate of Conformity, COC). 

(5) Saudi Arabia SABER Certification

SABER certification is the Saudi Arabia Standards Organization after the introduction of the Saudi Product Safety Program SALEEM, launched on January 1, 2019; the online certification system of the Saudi Product Safety Program is the export of Saudi products in accordance with the procedures—November 2019 automotive parts into the product certification list. The SABER certification process is similar to Nigeria's SONCAP certification; the product first applies for a P.C. certificate, and the shipment of each batch of products to apply for an S.C. certificate.

 

The battery is a key component of new energy vehicles. What standards does power battery production need to comply with?

 

  • Chinese standards: Electric batteries for automobiles must meet the requirements of GB 38031, GB/T 31484, GB/T 31486 standards.
  • EU regulations: Power batteries for automobiles need to obtain mandatory regulations and E-Mark certification, including ECE R100 and ECE R10. Materials need to meet RoHS requirements.
  • North American regulations: automotive power batteries need to meet the requirements of UL 2580 standard.
  • Indian regulations: automotive power batteries need to meet the requirements of the AIS 038 standard. 

 

With the expansion of the new energy vehicle export market, what are the requirements for the export of new energy vehicle power batteries?

According to the UN Recommendations on the Transport of Dangerous Goods Model Regulations (TDG), International Maritime Dangerous Goods (IMDG) and International Air Transport Association - Dangerous Goods Rules (IATA-DGR) and other international regulations, power batteries are classified as UN3480 (lithium batteries transported separately) and UN3171 (battery-powered vehicles or equipment), which belong to Class 9 Dangerous goods when transported, need to pass the UN38.3 test.

Although the lithium-ion batteries used in new energy vehicles belong to dangerous goods, they should be treated differently according to different situations.

(1) If the transported goods are purely electric vehicles, the special name of the transport is "battery-powered vehicles," the UN number is "UN 3171", and it is "unrestricted goods" when transported by sea and land. "without packaging requirements;

(2) If the transported goods are hybrid vehicles, the special designation for transport is "vehicles powered by flammable liquids," the UN number is "UN 3166", Sea and land transportation is "unrestricted cargo," and there is no packaging requirement.

(3) If the transported goods are lithium-ion batteries, the special name of the transport is "lithium-ion batteries," the hazard class is "Class 9 dangerous goods", the UN number is "UN 3480 ", according to its packaging guidelines, the corresponding packaging category is "II." According to the "Import and Export Commodity Inspection Law of the People's Republic of China," the performance of dangerous goods packaging should be identified and identified for use.
