Since the beginning of this year, Tianjin, as an important automobile export center in northern China, has maintained rapid growth in the export of new energy vehicles in the region, which has become a vivid footnote for the improvement and upgrading of foreign trade.

In the first half of this year, Tianjin port exported 134,000 new energy vehicles with a value of 1.54 billion yuan, a year-on-year increase of 34.6% and 39.3% respectively, maintaining a good upward momentum and injecting new momentum into the development of regional foreign trade.

The new engine of foreign trade: new energy vehicles move towards "C position"

In the past two years, he felt that There are more and more cars rushing out of the front of the car, and the proportion of new energy vehicles is getting higher and higher.

His feeling is not wrong. China's auto exports have achieved an astonishing "triple jump" in the past few years. In 2021, China's auto exports will surpass South Korea; in 2022, it will surpass Germany; in the first quarter of this year, it will surpass Japan.

On July 11, the China Association of Automobile Manufacturers released information that in the first half of this year, auto companies exported 2.14 million vehicles, including 534,000 new energy vehicles, a year-on-year increase of 1.6 times. Industry insiders predict that according to this growth rate, new energy vehicles will occupy the "C position" of automobile exports within a few years.

As an important export center of automobiles in northern China, Tianjin has also maintained a strong growth momentum in exports of new energy vehicles this year. According to statistics from Tianjin Customs, the export value of new energy vehicles at Tianjin Port in the first half of this year was 1.54 billion yuan, a year-on-year increase of 39.3%. Among them, BYD Automobile Industry Co., Ltd. declared a batch of buses with a total price of 46.699 million yuan for export, which was the highest value of new energy vehicles exported by Tianjin Port in the first half of the year.

Whether the good trend of new energy vehicle exports can be continued depends on the continuous improvement of industrial competitiveness in the region.

The "Implementation Plan for the Coordinated Development of Beijing-Tianjin-Hebei Industries" issued not long ago stipulates that by 2025, the division of labor and positioning of the Beijing-Tianjin-Hebei industry will be clearer, and the industrial chain innovation chain will be deeply integrated. Among them, new energy vehicles and intelligent connected vehicles are listed as one of the six key industrial chains.

As the first batch of new energy vehicle technology-focused areas and industrialization demonstration areas in China, it is also the second city in the country to be approved as a pilot area for the Internet of Vehicles. Expanding the "circle of friends": RCEP brings new vitality

On June 2, the "Regional Comprehensive Economic Partnership Agreement" (RCEP) officially entered into force for the Philippines. This marks that all 15 members have completed the entry-into-force procedures and mutually implemented tariff concessions. The agreement has entered a new stage of full implementation.

"At the beginning of this year, we started to promote Japanese suppliers to provide us with RCEP certificates of origin. This year is the second year that RCEP has come into effect, and there is more and more room for tariff reduction." Han Zhigang, Customs Manager of Tianjin Donghai Physical and Chemical Auto Parts Co., Ltd. He told reporters that they mainly produce all kinds of auto switches required by traditional fuel vehicles and new energy vehicles, and some parts need to be imported from overseas. Previously, with the ASEAN certificate of origin, they had already enjoyed zero-tariff treatment for imported parts from ASEAN countries. Costs are further reduced.

In the first six months of this year, Tianjin Customs issued free trade agreement certificates of origin for exported automobiles worth more than 41 million yuan, a year-on-year increase of 104%. Exported automobiles enjoy preferential tariffs of about 7.9 million yuan in the importing country.

"Our auto trade is shifting from import-based in the past to equal emphasis on import and export today." Liu Qingliang, director of the Free Trade Bureau of Dongjiang Comprehensive Bonded Zone, said that with the continuous iteration of my country's new energy vehicle technology, there is a strong demand for the export of complete vehicles and second-hand vehicles. Dongjiang is taking advantage of the combined advantages of the "Comprehensive Bonded Zone" and "Free Trade Zone" policies to actively build the most influential automobile trade port in the northern region.

Shi Yunsheng, general manager of Tianjin Huatu Automobile Logistics Co., Ltd., cited a set of data to the reporter. In 2021, Huatu exported 252 used cars. In 2022, this number exceeded 2,000. In the first four months of this year, it achieved a 5-fold increase year-on-year. He told reporters: "Now more than 95% of the second-hand cars we handle are new energy vehicles, and more than half are self-owned brand new energy vehicles."

Since the beginning of this year, to help domestic automobiles to expand into the international market, Tianjin Customs has actively guided enterprises to use the "advance declaration + direct loading on arrival" policy to superimpose advantages, and through the "advance declaration" mode, the customs clearance operation will be pre-processed and processed in advance during the vehicle collection period. Customs procedures enable the automatic release of goods after they arrive at the port, which can save one day of customs clearance time on average.

Wang Jianhong, manager of Tianjin Changyu Customs Broker Co., Ltd., which acts as an agent for the export of domestically produced new energy vehicles, told reporters: "These convenient policies have shortened the delivery cycle of our new energy vehicle orders and helped us better grasp the development opportunities in the international market."

In the next step, Tianjin Customs plans to support the construction of ro-ro car terminals at Tianjin Port, establish a data monitoring and analysis system, integrate port resources to strengthen transportation guarantees, and continue to shorten the customs clearance time for new energy vehicles through full-chain management, to accelerate the speed of new energy vehicles. overseas market.
