Import Electric Vehicles from China to Uzbekistan

In the first quarter of 2023, 1,668 electric vehicles worth $54.7 million were imported to Uzbekistan, which increased by 3.6 times compared to last year during the same period. 97.5% of cars are imported from China - 1627 units. In addition, parallel imports of electric vehicles are allowed: now, official dealers and any other importers can sell cars.

In Uzbekistan, the state systematically stimulates the import of electric vehicles: since 2019, the customs duty and excise tax on the import of electric vehicles have been canceled. Since 2021, the 3% fee for registering an electric car with the traffic police has been canceled. In addition, taxi drivers are exempt from the license fee until 2030, provided that passengers are transported by electric or hybrid car.

Electric vehicles are exempt from customs duties, excise tax, and transport charges.

When importing an electric car from China to Uzbekistan, you only need to pay VAT - 12% of the total customs value.

According to the TN VED code 870380, electric vehicles are cleared: "vehicles driven only by an electric motor."

To go through all customs procedures, it is necessary to submit documents for the car, a contract of sale, and a certificate of origin of the vehicle ST-1 (or its equivalent).

A certificate of origin can be obtained from authorized dealers or at the manufacturing plant.

Electric vehicles are not subject to excise tax, which means that at customs, you will have to pay the following:

  • 12% VAT on the value of the vehicle (including shipping costs);
  • 0 excise tax;
  • 0 customs duty;
  • 0.2% - customs clearance fee;

However, during customs clearance, the importer must obtain a certificate of conformity from UzStandard, the cost of which at the time of publication of the article is 3,900,000 soums.

Even if the vehicle has a CT1 certificate of origin, a local certificate must be obtained.

At the same time, an individual can receive only one certificate of conformity from UzStandard during a calendar year. Importing two or more cars per year will not be possible.

In addition, it will be mandatory to use the services of a customs declarant, which is another 1,200,000 soums.

Customs clearance of used electric vehicles

Electric vehicles are not subject to age restrictions.

You can also bring a used electric car to Uzbekistan from Russia, Kazakhstan, or Tajikistan (with minimal customs duties).

For customs clearance of a used electric vehicle, you will have to pay 12% VAT on its customs value.

Customs clearance for a used electric car is calculated in the same way as for new electric cars. At customs, you will have to pay 12% VAT on the total customs value of the car.

For example, a 2015 Nissan Leaf SV in Kazakhstan can be purchased for $20,000. And after customs clearance of registration in Uzbekistan, it will cost 23 thousand US dollars.
